Coat the inside of an 8 x 12 rimmed sheet pan with butter, making sure it is completely covered.
Lay 10 tortillas on the sheet pan, starting with the corners and overlapping the tortillas a bit to cover the entire pan. Leave about 2 inches hanging over the edge of the pan.
In a frying pan over medium heat brown the beef. Stir in the taco seasoning with a bit of water.
Add in the refried beans and stir until well combined.
Spread the ground beef mixture over the tortillas in the sheet pan and sprinkle with cheese.
Lay 3 tortillas down the middle of the pan. Fold the edges of the tortilla left over the pan to cover completely. Use a toothpick to hold the edges in place, if needed.
butter the bottom side of the second rimmed baking sheet pan. Remove the toothpicks and place on top of the tortillas, buttered side down, pressing down a bit.
Place in the oven and bake for 30 minutes. Remove the top sheet pan and let it bake for another 5 minutes or until the tortilla is golden brown.
To serve, cut into squares and serve with your favoruite toppings.
